Always-On-Top (with Bubbles): Option to Apply ONLY to Bubble (Not to Window)

Reconfigure settings options so as to allow for the always-on-top ("AOT") option to apply only to a bubble but not its resultant content window. (I often want the content window to NOT have an AOT setting while wanting its Bubble to have one.)
